			<content:encoded><![CDATA[<p>I made this blog in the context of a project for the Global Village residence at Indiana University (Bloomington). I have found the project to be a great way to justify taking time to read the newspaper even when there are a lot of assignments and exams. It has been interesting to follow the discussions leading to the Copenhagen Protocol, and I have also enjoyed reading other people&#8217;s blogs and hearing presentations about very different issues. I started the project expecting that Copenhagen was going to make a big difference, and I am less optimistic on that front, but I also realize that there is hope that global warming can be brought under control if enough people care.</p>

			<content:encoded><![CDATA[<p>The Eleventh Hour is an interesting movie. Its main message is that with the way today&#8217;s industrial civilisation is exploiting nature now, living systems are declining in an irreparable manner. This is why if dramatic change isn&#8217;t made now, the living conditions on earth will get much worse quickly. The large amount of data about this is quite scary. The most interesting aspect of this movie is the fact that according to it, with existing technologies we could literally reduce the human footprint on the earth by 90%. It contains a lot of very promising ideas, which are worth seeing.</p>
<p>The only thing that bothered me about the eleventh hour was the fact that it added some other ideals, for example of a society living in peace, that are not related to the climate change and that probably will not happen, given human nature; these ideals occasionnally give a wishy-washy tone to the movie. However, most of the movie is based on actual data and is credible.</p>

			<content:encoded><![CDATA[<p>Today I want to write about one of the mechanisms of the Copenhagen Protocol, which is the Clean Development Mechanism (CDM). This mechanism radically changes how we approach reducing emissions. The idea is to get credit for investing in projects that reduce emissions. This is a powerful approach, because it is much more motivating to do a project than to wait 50 years to see that emissions are down. So planting forest can “buy” the right to pollute. According to the CDM website, “The CDM allows emission-reduction (or emission removal) projects in developing countries to earn certified emission reduction (CER) credits, each equivalent to one tonne of CO2. These CERs can be traded and sold, and used by industrialized countries to a meet a part of their emission reduction targets under the Kyoto Protocol. The mechanism stimulates sustainable development and emission reductions, while giving industrialized countries some flexibility in how they meet their emission reduction limitation targets.” (http://cdm.unfccc.int/about/index.html).</p>
<p>The good news is that this encourages projects. The bad news is that it removes the thinking to a higher level, rather like a person on a diet who justifies eating something with a lot of calories because they will go out running. Humans are so good at rationalizing, especially when it means that they don’t have to change their habits or be less lazy. In an earlier post, I mentioned a friend who is an expert saying that people are not going to change their habits to prevent climate change. Unfortunately, as soon as there is a way to burn coal by planting a forest, things are going to get complicated in the false simplicity of the CDM.</p>

			<content:encoded><![CDATA[<p>Last summer, a friend told me about how he had installed solar panels on his house, avoiding this way all greenhouse emissions from heating. The installation of these panels was quite expensive; however, when he calculated the heating costs over approximately the next ten years, the total cost ended up being smaller. This friend is also designing rechargeable batteries for electric cars. He says that the same mentality applies there: while advances in technology are making batteries less expensive than before, their initial cost can still seem overwhelming. However, if one drives an electric car for many years, one ends up saving money.</p>
<p>According to him, because of the way the society works, most people will not change their habits just to pollute less: it is simply not a priority. The only way they will choose to use new technologies is if they are more economically advantageous. However, many seem not to realize that these new technologies are rapidly getting less expensive.</p>
<p>It seems that governments could play an important role in promoting change by informing people about new possibilities and of their costs, and by adopting policies that make new technologies competitive.</p>

			<content:encoded><![CDATA[<p>How big of an impact could a possible Copenhagen protocol actually have on how climate change is being dealt with in the world? While the Kyoto protocol failed to reduce global emissions, this time it could be different, since the biggest greenhouse gas emitters (namely the US and China, as well as a number of important emerging economies such as India and Brazil) are expected to be more involved this time. But even then, will countries be able to come to an agreement that will make them change their systems substantially, or will they only do enough to have a good conscience, without taking any action that would risk being inconvenient? The level of ambition risks being lowered when many countries with different interests have to come to a compromise.</p>
<p>This is why it is important for as many people as possible to take the lead in the discussions to convince others that while it might seem economically disadvantageous to change habits in order to become more environmentally friendly, this perceived disadvantage concerns only the short term: as Chu said, countries like China are investing heavily in new technologies, and soon countries with the best technology will have leading roles in the global economy. Also, it is politically a logical move to try to become less dependent of the oil exporting countries. But often, the most important point is forgotten: the less there is climate change, the better the chances of avoiding the increased occurrence of droughts and natural other catastrophes like hurricane Katrina. This is where the main cost savings will come from and it is in the best interest of everybody.</p>

<p>All the way back in 1997, former Vice President Al Gore was a key player in putting together the Kyoto Protocol, which was a step in the right direction (although everyone agrees that it was even then too little too late). President Bill Clinton signed it in 1997, but the US Senate nixed it by refusing to ratify it, because it believed that it would be bad for the economy. President Bush &#8211; in spite of campaign promises to regulate CO2 – then pulled out of the accord. So if the good news was that the economy could delay the inevitable adjustments due to climate change by being smarter with emissions, the bad news is, well, catastrophic. Now, 12 years later, I am writing this blog about another chance to go back and try to put into place a new and more effective protocol. The Kyoto Protocol called for a moderate reduction in emissions over 7 years, and here we are 12 years later and the global emissions have just continued to grow.</p>

			<content:encoded><![CDATA[<p>While we will be presenting our completed blogs in November, the actual outcome of the Copenhagen conference will be known only in December. However, as I wrote in my previous post, there is already a large amount of information about debates and meetings that are taking place in the weeks preceding the conference.</p>
<p>In fact, the debates are taking many interesting turns: for example, in the recent bilateral meeting, the United States and China were much more forthcoming than before in being willing to recognize their respective responsibilities (article in Breaking News section). This should be a positive signal ,for the forthcoming conference.</p>

			<content:encoded><![CDATA[<p>While doing research about the subject of work towards a possible Copenhagen Protocol and about climate change in general, it seems like the amount of information available on the web is almost unlimited. In fact, every time I find one interesting article that I decide to write about, I find a whole collection of extremely interesting articles, and it is difficult to choose which ones to leave out.</p>
<p>For now all my research has been only on the New York Times website and the two main websites about the Copenhagen conference (links on the blogroll). The advantage of this is that all the information is quite reliable. But during the next weeks I will try to include articles from other sources too.</p>

			<content:encoded><![CDATA[<p>The Kyoto Protocol sets binding targets for 37 industrialized countries and the European Community for reducing greenhouse gas emissions over the five-year period 2008-2012. The purpose of the Protocol is to slow down global warming and related climate change. A new international framework now needs to be agreed to set reduction targets beyond 2012. A United Nations Climate Conference will take place in Copenhagen from December 7 to 18, 2009. At the Conference, governmental representatives from 170 countries are expected to agree on a Copenhagen Protocol or any other appropriate future framework..</p>
<p>Climate change being one of the biggest challenges affecting people globally, it is crucial for countries to be able to collaborate effectively on the matter. One of the key controversies at Copenhagen will be how the burden will be shared in between developed countries, responsible for much of the pre-existing emissions, major emerging economies that are becoming major polluters themselves, and other developing countries. It will be interesting to follow the numerous discussions that will take place during the coming weeks before the conference. My blog will be following these discussions.</p>
